Orange crepe paper, 8 cm wide strip about 25 cm long per bag
Black crepe paper, 8 cm wide strip about 25 cm long per bag
Craft glue or hot glue gun (adult for hot glue)

Step by Step
Cut each crepe strip along one long edge to create fringe: make cuts every 1 cm, cutting about 6 cm deep into the strip and leaving 2 cm uncut at the top. This is fiddly and an adult should do it for children under eight. The finished strip looks like a comb.
Apply a line of craft glue along the uncut top edge of the orange crepe strip. Press the strip along the bottom front of the bag, raw edge downward, so the tassels hang below the bag base. Hold for thirty seconds.
Apply the black strip immediately above the orange one in the same way, overlapping the glued edges slightly. The two rows of contrasting fringe should cover the lower 4 cm of the bag front.
Let the glue dry for ten minutes. Gently stretch each tassel slightly between thumb and forefinger to separate and fluff it: crepe paper stretches a little and the tassels will look fuller.
Fill the bag and fold the top down once. If the fringe is on a bag that will stand upright, no closure is needed. If it is being carried, secure the top fold with a sticker or a strip of washi tape.
